Witnesses

For personnel traveling to U.S. Naval Station Guantanamo Bay, Cuba, to participate in a military commission proceeding as a witness, the party calling the witness should coordinate travel arrangements from the witness’ home to Guantanamo Bay. If approved as a witness, travel expenses may be reimbursed by the Department of Defense (DoD) up to the limits authorized for the locations and dates of travel. Questions regarding authorized government rates for hotels and meals should be directed to the OMC Travel and Transportation Section. Upon completion of travel, witnesses must file a DoD Travel Voucher requesting reimbursement. The OMC Victim-Witness Assistance Section can provide help filling out this form. It takes approximately two weeks to receive reimbursement after the voucher has been filed.

Expert witnesses and consultants must receive approval from the Convening Authority prior to providing any expert services to DoD. The party requesting the expert should include a specific request for travel funding if travel is required. Authorized travel is arranged as stated above for all other witnesses.
