Contractors

Contractors who travel in support of military commissions have their travel arranged through their employer or through the Office of Military Commisisons Travel and Transportation Section. Even when travel is arranged through the employer, contractors must coordinate their travel through the Office of Military Commissions Travel and Transportation Section to ensure they have a valid passport, appropriate travel orders, country clearances and lodging arranged in advance.   All Office of Military Commissions Contractors MUST be registered in the Synchronized Pre-Deployment Operational Tracker (SPOT) system, and Letters of Authorizations (LOAs) MUST be used as travel documentation.

The type of lodging provided to contractor personnel depends upon availability and any terms in their contract. Contractor personnel will not be issued government vehicles unless their employer has previously provided insurance and indemnification information to the Department of Defense.

Clearance Requirements
All DoD or DoD-sponsored travelers to Guantanamo Bay require the following clearances, obtained through coordination with the Office of Military Commissions Office sponsoring your travel:
1) Country Clearance
2) Theater Clearance
3) Special Area Clearance
Mandatory Pre-Travel Training
All DoD and DoD-sponsored travelers must complete the following web-based training prior to obtaining clearance to travel to Guantanamo Bay:
1) Anti-terrorism / Force Protection Training (AT/FP)
2) Personnel Recovery Training and appropriate documentation
3) DoD personnel must complete and submit an electronic version of DD Form 1833, Isolated Personnel Report (ISOPREP)
3) Human Rights Training

Active Military Personnel
1) Valid active duty Military ID & Common Access Card (CAC Card)
2) DoD-issued Travel Orders
    Obtained from the Office of Military Commissions Office sponsoring the travel
3) Copy of country clearance
    Obtained from the Office of Military Commissions Office sponsoring the travel
Cilvilians
1) Current passport & Common Access Card (CAC Card)
     U.S. citizens may travel on a U.S. passport; non-U.S. citizens may travel on their home country passport to
     Cuba after they obtain entrance into the United States at a port of entry.
2) DoD-issued Travel Orders
    Obtained from the Office of Military Commissions Office sponsoring the travel
3) Copy of country clearance
    Obtained from the Office of Military Commissions Office sponsoring the travel
